Ümumrusiya Müəssislər Məclisi ((rus.Всероссийское Учредительное собрание, translit.Vserossiyskoye Uçreditelnoye sobraniye) — 1917-ci il Oktyabr inqilabından sonra Rusiyada çağırılan konstitusiya orqanı. 18 yanvar 1918-ci il tarixində, saat 16:00-da çağırılmış və 19 yanvar səhər saat 05:00-də Ümumrusiya Mərkəzi İcraiyyə Komitəsi tərəfindən ləğv edilmişdr. Bunun nəticəsində III Ümumrusiya Sovetlər Qurultayı Rusiyanın yeni idarəetmə orqanına çevrilmişdir.
Seçkilərdə səsvermə hüququ olan vətəndaşların sadəcə 60 faizindən çoxu Müəssislər Məclisinin seçkilərində iştirak etmişdir. Ölkə ərazisinin böyüklüyü, davam edən Birinci Dünya müharibəsi və rabitə sistemi səbəbiylə nəticələr o vaxt tam olaraq açıqlanmamışdır. N. V. Svyatitski 79 dairədən 54-nün nəticəsini nəşr etmişdir. Svyatitskinin verdiyi məlumatlar bolşeviklər də daxil olmaqla, bütün siyasi partiyalar tərəfindən qəbul edilmişdir. Seçkinin nəticələri belə idi:
