Rüstəmov Yasin İsmayıl oğlu 28 iyul1956-cı ildə Naxçıvan MR Naxçıvan şəhərində anadan olmuşdur. 1973-ci ildə Bakı Dövlət Universiteti-nin (keçmiş Azərbaycan Dövlət Universiteti) mexanika-riyaziyyat fakultəsinə daxil olmuş və 1978-ci ildə maye və qaz mexanikası üzrə tam kursu bitirərək "Mexanik" ixtisasını almışdır. Zaqafqaziya Layihə-Quraşdırma İşləri İdarəsində mühəndis olaraq əmək fəaliyyətinə başlamışdır. Uzun müddət Azərbaycan Meliorasiya və Su Təsərrüfatı sistemində müxtəlif vəzifələrdə işləmişdir. 1986-ci ildə istehsalatdan ayrılmadan Azərbaycan Hidrotexnika və Meliorasiya institutunun aspiranturasına daxil olmuş, 1991-ci ildə Ukrayna Respublikasının Kiyev şəhərində texnika elmləri üzrə namizədlik dissertasiyası müdafiə etmişdir. 1993-2001-ci illərdə Naxçıvan MR Dövlət Kommunikasiya Komitəsinin sədri olmuşdur. 2015-ci ildə texnika elmləri üzrə doktorluq dissertasiyası müdafiə etmişdir. AMEA Torpaqşünaslıq və Aqrokimya institutunda dissertasiya şurasının üzvüdür. Elmi-tədqiqat layihələrinin üzvü və rəhbəri olmuşdur. AMEA İdarəetmə Sistemləri İnstitutunda laboratoriya rəhbəridir. Ailəlidir. Üç övladı vardır.
