Fəaliyyəti

II Henri (1154 – 1189) öz hakimiyyəti altında geniş mülkləri birləşdirir: İngiltərədən başqa, Normandiya, Anju, Men, Turen, Puatu və Akvitaniya ona tabe idi. Bəzən Plantagenetlərin dövlətinə Anju imperiyası deyirdilər. Böyük maliyyə ehtiyatları olan və cəngavərlərə, şəhərlilərə, azad kəndlilərə arxalanan II Henri İngiltərədə feodal pərakəndəliyinə son qoydu, şerif vəzifəsinə isə xırda və orta feodalları təyin etməyə başladı.

Dövlətin mərkəzləşdirilməsində II Henrinin islahatları da böyük rol oynamışdı. Ilk növbədə kral məhkəməsini gücləndirmək üçün o, məhkəmə islahatı keçirir. Islahatın mahiyyəti ondan ibarət idi ki, hər bir azad adam müəyyən ödənc verməklə öz işini malikanə məhkəməsindən kral məhkəməsinə keçirə bilərdi. Malikanə məhkəməsində “ Tanrı məhkəməsi” nin köməyilə işə baxılırdısa kral məhkəməsində işə andlılar baxırdı. Nəticədə senyor kuriyalarının nüfuzu aşağı düşür. Kral kuriyası bütün senyor məhkəmələri üçün ali appelyasiya orqanı olur. Lakin kral məhkəməsi villanlar üçün deyildi, onlar öz senyorlarının məhkəməsinə tabe idilər.

Kral kuriyasının məhkəmə səlahiyyətlərinin genişlənməsi kralın gəlirlərini xeyli artırdı. Lakin əhalinin müəyyən hissəsi kral hakimləri tərəfindən tətbiq olunan cərimələrdən əziyyət çəkirdi. Kral məhkəmələrinin məhkəmə praktikası prosesində ümumi hüquq ( common law ) – yəni bütün ölkə üçün kral hüququ işlənib hazırlanır; bu hüquq yerlərdə tətbiq olunan hüququ tədricən sıxışdırır.

II Henri həmçinin hərbi islahat da keçirir. Belə ki, kralın xeyrinə feodalların hərbi xidməti xeyli məhdudlaşdırılır ( kiçik müddətlə ), bunun əvəzində isə onlar xüsusi pul ödənci – “ qalxan pulu ” verməli idilər. Bu pulla kral cəngavərləri muzdlu xidmətə cəlb edirdi. Bindan başqa kralın göstərişi ilə hər bir azad əmlakına müvafiq silaha malik olmalı idi və kralın çağırışı ilə yürüşə hazır olmalı idi.

II Henrinin kilsə məhkəmələrini dövlətin nəzarəti altına almaq cəhdi uğursuz oldu. Bu zəmində o, ingilis kilsəsinin başçısı, Kentenberili arxiyepiskop Tomas Beketlə toqquşmalı oldu. Bu mübarizə gedişində Beket kralın gizli göstərişilə öldürüldü. Papa məsələyə müdaxilə edəndən sonra II Henri islahatsan əl çəkməli oldu.

İngiltərədə mərkəzi hakimiyyəti möhkəmlədən II Henri İrlandiyanın istilasına başladı. 1169 – cu ildə ingilis baronları yürüşə çıxdı. Onların ilk uğurlarından sonra 1171- ci ildə kral özü İrlandiyaya gəldi və yerli klan başçıları onun hakimiyyətini tanıdı. Fransız elementi təşəkkül tapmaqda olan ingilis xalqının etnik tərkibinə daxil olur və vahid əhali tipi yaranır. İngiltərə əhalisinin əsas hissəsinin – kəndlilərin, şəhərlilərin və feodalların böyük bir hissəsinin dili ingilis dili idi. Yalnız əyanlar, kral əshabələri və hüquqşünaslar fransız dilindən istifadə edirdilər. Dövlət idarələrində rəsmi dil latın və fransız dili idi.
